Armand is seeking a Site Inspection Manager for a Disaster Recovery Construction Management Program in the U.S. Virgin Islands. This program will oversee the construction phase of housing applicants who are repairing, reconstructing, elevating, and/or mitigating their residential properties damaged by Hurricanes Irma and Maria. Our goal is to help return these residents to their safe and functional homes as quickly and efficiently as possible.The primary purpose of Site Inspection Manager (SIM) is to supervise all aspects of housing inspections functions and is responsible for monitoring all phases of the inspection process, including program compliance, problem resolution, and report preparation and presentations.

Roles and Responsibilities
- Manage the day-to-day operations of the Site Inspection Team
- Manage the work of staff including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, training, acting on employee problems, and recommending and implementing discipline.
- Supervises Site Inspectors and coordinates the housing inspection process to ensure that each property is properly inspected at the necessary time, in accordance with all applicable rules and regulations.
- Assigns work and evaluates performance of housing inspectors, inspection processes, and procedures.
- Tracks and monitors quality Damage Assessment inspections and reporting in accordance with HUD regulations and EnVIsion Tomorrow Construction Management Policies and Procedures.
- Review inspections in the queue and design the inspection schedule; submit schedule to case management for scheduling and create Site Inspection Calendar from confirmed appointments.
- Designs and implements initial and continuous Xactimate Training (Damage Assessment Reporting software).
- Train new and existing inspectors in inspection best practices, creating a Site Inspection Checklist and Site Inspection Report (SIR).
- Review all Damage Assessments (ECRs and AAs) for completeness and correctness prior to submittal to QA/QC
- Track Inspection Team deliverables and processes · Prepares and presents reports regarding housing inspections; summarizes data from inspection reports, and deliverables weekly (USVI CM Weekly Report Inspection Team).
- Conduct regular scheduled staff meetings with inspection team.
- Monitor Inspection Team budget and resources
- Assists in development, updating, and revisions to Construction Management and Site Inspection policy relating to inspections in the EnVIsion Tomorrow Program
Requirements
- Bachelor’s degree required
- Minimum of 5-10 years of experience working in the following areas in a management role: construction/project management; disaster recovery program management; Social Services Block Grant (SSBG), HUD, CDBG, CDBG-DR, and/or FEMA programs.
- Working knowledge of high-level compliance, contractual obligations, and invoicing pertaining to government projects is a plus.
- Excellent computer skills, including proficiency in Microsoft Office and online databases.
- Strong organizational and analytical skills that reflect ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
- Ability to quickly and seamlessly pivot between different tasks and simultaneous projects.
- Superior written and verbal communication skills.
- Highly resourceful team-player with the ability to work independently as well.
- Creative problem-solver with ability to come up with outside of the box.
- Ability to travel to/from assisted properties and households, sometimes on short notice.
- Must be fluent in English (both written and spoken); bilingual Spanish and/or Creole is a major plus!
